Section A.
1.
Divide
the 20 teams into three groups; A, B and C.
Group A Yorkshire, Derbyshire, Cheshire,
Staffordshire, Shropshire, Warwickshire, Worcestershire
4 matches at U13, 3 matches at U15 and 6 matches at U17
Group B Nottinghamshire, Lincolnshire, Norfolk,
Hertfordshire, Leicestershire, Northants
5 matches at U13, 5 matches at U15 and 5 matches at U17
Group C Avon, Berkshire, Buckinghamshire,
Oxfordshire, Surrey, Sussex, Hampshire
5 matches at U13, 6 matches at U15 and 5 matches
at U17

The
U17 groups are arranged in three groups.
The U15 teams are split into two groups.
Group A Yorkshire, Nottinghamshire,
Lincolnshire, Derbyshire, Staffordshire, Leicestershire, Norfolk, Warwickshire
7 matches
Group B Northants, Oxfordshire, Buckinghamshire,
Hertfordshire, Surrey, Sussex, Avon, Hampshire, Berkshire 8 matches
The U13 teams are split into two groups.
Group A Yorkshire, Nottinghamshire, Lincolnshire, Derbyshire, Staffordshire, Leicestershire, Norfolk, Warwickshire, Shropshire 8 matches
Group B Northants, Oxfordshire, Buckinghamshire,
Hertfordshire, Surrey, Sussex, Hampshire, Berkshire - 7 matches
If one of these
proposals is accepted go to section C, otherwise go to section B.
Section B
4.
The
Shires League remains as last year with the addition of Yorkshire. (No
condition no home venues) [If this is motion is not carried then the Shires
League will remain the same as last year without Yorkshire.]
5.
The
remaining counties opt if they would like to make a league for this year. (This
will give me time during the next 12 months to make contact with other counties
and work out a more equitable arrangement.)

Section C
6.
The
finals are played over two weekends, viz
At the end of the season the three group winners
from A, B and C are ranked according to the matches won, then rubbers won in
the event of a tie followed by points for minus points against in the event of a
further tie. (Call these teams, 1st, 2nd and 3rd).
The 2nd will play the 3rd
(2nd playing at home, 3rd playing away.)
The 1st will play the winner of the
above match. (1st playing at home)
7.
Played
as a round robin at one venue over a weekend.
8.
If
played as a round robin the match will be held at Babbington College,
Leicester.
9.
The
weekend / weekends to be reserved for the finals.
If it decided to play the match as a round robin
we will need to decide the format of the match these may include.
10.
Playing
both matches to 20 rubbers, best of 3 games.
11.
Playing
all matches to best of 3 games, but omitting the cross over doubles.
12.
Playing
both matches to 20 rubbers, each game to 21 points (or 15 points etc)
13.
Another
suggestion.
It
may be necessary for a postal vote on items 10-13 above.
Section D
14.
That
a maximum of 24 counties are enlisted to join the Shires League for 2003
dividing them into 3 groups of 8.
15.
After
consultation, the secretary decides which counties go into which group.
16.
The
composition of the groups will be reviewed before the start of each new season,
with the aim of ensuring an equitable number of matches for all counties at all
age groups.
17.
The
groups are slightly altered every two years, bearing in mind geographical
areas.
1. Remittance by 30th September
2002.
For one age group £32, for
two age groups £44, for three age groups £56.
2. List of names, addresses and telephone
numbers of each team manager. Each persons e-mail address would also be an
added bonus. All correspondence will be made by e-mail if possible.
3. Confirm the date, time, age group, and
venue of all your Shires League fixtures.

There were no
representatives from Avon, Cheshire, Devon and Shropshire.

2.
It was agreed by
the original members of Shires League by 8 votes to 0 that the 20 counties
should be split into 3 groups. Therefore, the applications from Avon,
Berkshire, Buckinghamshire, Cheshire, Hampshire, Hertfordshire, Shropshire,
Sussex, Surrey, Warwickshire, Worcestershire and Yorkshire were all accepted
for membership of league. It is also understood that Devon will make up one of
the four additional teams that will hopefully join in the league in 2003.
Voting from this
time on consisted of all members present at that time (15 counties)
It was agreed to
divide the 20 teams into three groups A, B and C.
Group A Yorkshire, Derbyshire, Nottinghamshire, Lincolnshire,
Staffordshire, Cheshire and Shropshire
Group B Worcestershire, Warwickshire, Leicestershire, Northants,
Buckinghamshire, Hertfordshire and Norfolk
Group C Oxfordshire,
Berkshire, Surrey, Sussex, Hampshire and Avon
This option
was only narrowly carried by 8 votes to 7 votes.
It was not
planned to re-arrange the groups in the event that a team dropped out for some
reason. It was suggested that friendly matches were also organised to make up
to the number of fixtures required.
It was agreed
for the final to be a one-day event hosted at the 8 court Babbington College,
Leicester. The dates selected are as follows; U13 final held on Sunday 27 April
2003, U15 final held on Sunday 18 May 2003 and U17 final held on Sunday 04 May
2003.
The top two
teams from each of the 3 league groups; A, B and C, would be invited to play in
the finals in an ICT format match. (A team would consist of 4 or 5 boys and 4
or 5 girls. No one player is allowed to play in more than 2 events per match.
Each match consists of 2MD, 2BS, 2GS, 2BD and 2GD with each game to 21 points.
The winner of the match is the team that wins most games. In the event of a 5-5
tie, the winner will be the one who scored the highest number of points. [These
rules are as for ICT])
Every effort
should be made to play all Shires League matches before Easter to allow time
for invitations for the finals to be sent out.

The secretary
requested membership fees to be forwarded to the league secretary by 30th
September 2002; cheques made payable to Mr I Rizzotto. (Invoices will be sent
out if requested.) For one age group £32,
for two age groups £44, for three age groups £56.
If each fixtures
secretary by 30th September could please send Ian Rizzotto a list of
names, addresses, e-mail address and telephone numbers of each team manager.
All correspondence will be made by e-mail if possible.
Also, if each
fixtures secretary by 30th September could please confirm the date,
age group, and venue of all your Shires League fixtures on the relevant form
enclosed. (There are three forms, one for group A, one for group B and one for
group C.)

5.
No date or venue
was agreed for next years meeting. However, here are a few thoughts please
discuss these around your county. I shall conduct a ballot before Christmas to
find the most acceptable proposal.

Full
membership meeting on Saturday 6th September 2003 at Babbington
College, Leicester.
b.
Full
membership meeting on Saturday 29 August 2003 at Babbington College, Leicester.
c.
Full
membership meeting during late June / early July 2003 at Babbington College,
Leicester.
d.
Three
regional fixtures meetings not necessarily on at the same time but arranged
at a central venue to all the counties taking part in that league.

6.
Names, addresses
and contacts (e-mail and telephone) of league secretaries for each membership
county are enclosed with this letter. Please check your own contact as soon as
possible and let me know if there are any errors.
Request from
Sussex to arrange U11 fixtures please. If interested contact Mrs Kathy Jones.
Rogers Glews of
Shropshire informed me on Sunday 1st September that he will make as
many fixtures as he can by Wednesday 4th September, when he will
step down as fixtures secretary. I will let you know the new contact details
asap.
Paul Adcock was
in receipt of a letter from Eric Brown (Chairman of ESBA), praising our
efforts. I hope to send a full copy of the letter out to all members as soon as
it is available.
Ian Rizzotto had
said that over the past few days he was trying to set up a Shires League Web
site that would contain up to date results and statistics, match reports and
other related items. As he does not know how to build a web site, please excuse
him for any delay!
It was agreed
that the meeting had been fantastically successful. I should like to take this
opportunity to thank everyone for their support a historical event in
badminton terms has been achieved and we can look forward to our achievements.
