teams consist of 3 group winners and 4 group runners up, the runner up team
from the group where the winning team has withdrawn from the finals, will be
promoted to the group winner. For example if the winner of group A does not attend
the finals, then the runner up of group A will be promoted to the winner of
group A. However, they will have to play in the first round eg they will not
be automatically granted a bye through to the second round. The tournament will
then proceed as scheduled above.
